<p>  Goods SalesThe New York Times,NLINE sales surpassed the high range of estimates this year, thanks to a rush of last-minute shoppers who snapped up iPods, computers and the occasional power drill.</p>
<p>  According to comScore Networks, online sales through the middle of last week reached $13.5 billion, a 28 percent increase from last years holiday season. ComScore had expected growth of between 23 percent and 26 percent, while other firms, like Jupiter Research, had predicted a 19 percent rise in sales. Those forecasts were consistent with the idea that the days of breakaway online retail sales growth in the United States were nearing an end.</p>
<p>  By mid-December, online spending was on track to reach the low end of those estimates. But because more Internet merchants continued taking orders much later into the Christmas season than in years past, e-commerce sales shot up by 57 percent in the week ended Dec. 19, compared to the same period last year.</p>
<p>  That literally transformed the season,<a href="http://www.uggbootsonlineoutletstore.com"><b>Ugg Outlet</b></a>  said Graham Mudd, an analyst for comScore.</p>
<p>  By contrast, offline holiday sales are forecast to record a much more modest gain. According to the National Retail Federation, an industry trade group, total retail sales for November and December were on pace to reach $220 billion, an increase of 4.5 percent from last year.</p>
<p>  Research firms and Internet shopping executives said the typical online holiday vorites of computers, consumer electronics and apparel were again the dominant items. According to Shopping.com, a comparison shopping site, the most sought-after gift this holiday season was theSony Playstation 2 game console, with Apples</p>
<p>  reaching the top spot late in the shopping season. The iPod proved so popular that many Web sites, includingAmazon, sold out.</p>
<p>  But comScore, which monitors the Internet surfing and spending activity of more than two million people <a href="http://www.uggbootscheaponlineoutlet.com"><b>Ugg Boots Cheap</b></a>, also reported stronger-than-usual sales in other categories, like home and garden; flowers and gifts; and consumer goods. Sales in each of those categories jumped by more than 40 percent from last year.</p>

Amazon said that $15 iTunes gift cards redeemable at Apples online music store were the most popular item on its site last week. Amazon would not comment on the most popular categories or overall sales on the site this holiday season, but Craig Berman, a company spokesman, said the site had seen really consistent traffic through the whole season.</p>
<p>  At midday Wednesday, he said,<a href="http://www.buycheapuggboots2011.com"><b>Ugg 2011</b></a>  there were roughly 440,000 shoppers on the site, which, for that late in the holiday shopping season, was still a lot of people.</p>
<p>  Amazon andeBay remained the twin giants of online retail this holiday season, with Amazon attracting about 20 million visitors in each of the first two weeks of December. and eBay attracted 31 million, according to comScore. (Walmart.com was third, with about 12 million.)</p>
<p>  The growth in the home and garden categories could be traced to those sites, as well as companies likeHome Depot,Sears, Roebuck and Lowes, which have directed more energy to the Internet this year. Home Depot, for instance <a href="http://www.uggbootshotcheapsale.com"><b>Ugg Boots Hot Sale</b></a>, increased its Web sales significantly over the past year, according to Shelley Nandkeolyar, a company vice president.</p>
<p>  Mr. Nandkeolyar said last week that the site was recording a strong growth in sales, thanks to several ctors. First, the company has added at least 3,500 more items for sale &#8211; a 50 percent jump from last year &#8211; with particular emphasis in the home and garden categories. </p>
<p>  Home Depot has also changed the design of its site to accentuate its role as a holiday gift source, with Christmas decorations and a tab for the sites Gift Center featured on the home page.</p>
<p>  Home Depot fortified that effort with aggressive advertising. According to the Internet research firm Nielsen/NetRatings,HomeDepot.com ran more than 106 million online ads in November, up from 40 million in November 2003. Home Depots traffic, according to Nielsen, was 74 percent higher in the week ending Dec. 12 than in the same period last year.</p>
<p>  A wide range of traditional retailers has shown better results this year because of operational improvements and better merchandising strategies,<a href="http://www.uggbootshotcheapsale.com"><b>Ugg Boots For Cheap</b></a>  said Dan Hess, a senior vice president at comScore. Mr. Hess said that apparel, for instance, sold briskly this holiday partly because customers had confidence that gift recipients could be used to return items to the store easily if they chose to.</p>
<p>  Likewise, Mr. Hess said, retailers like Sears, Circuit City and others have refined services that allow online shoppers to buy on the Web site but pick up items at the store. Because retailers have worked out many of the kinks in those systems, they are more prominently promoting the services and thereby generating more sales.</p>
<p>  Steve Mullen, a spokesman for Circuit City, said last week that online customers were using the in-store pick-up option more than they did before the holiday season, when half of the sites customers used that feature. </p>
<p>  Like other spokesmen for publicly held companies, Mr. Mullen would not provide statistics on holiday sales growth, but he said that Circuit City had increased marketing of its online store after the Web site was revamped in September. For the first time <a href="http://www.uggbootscheaponlineoutlet.com"><b>Ugg Cheap Online</b></a>, he said, the companys television ads mentioned the site prominently, and Circuit Citys weekly circulars also promoted the site more vigorously.</p>

Mr. Mudd, the comScore analyst, said several ctors argued in vor of continued strong growth. There are more high-speed Internet users in the United States than dial-up users, and that population continues to grow steadily. Mr. Mudd said that typical high-speed users spend $320 annually online, compared with $210 for low-speed users. Moreover, Mr. Mudd said, merchants continue to improve their services, and will likely attract more Internet users who have not yet shopped online. </p>
<p>  So these growth rates arent sustainable forever, Mr. Mudd said. But I dont see them dropping off dramatically any time soon.</p>

<p>  Technically, the burden of paying online sales tax lls on consumers, who are required to report online purchases on their yearly tax filings. Most are unaware of this legal requirement and those aware conveniently ignore it. Compliance is extremely low and the system woefully inefficient.</p>
<p>  The problem is that state sale taxes evolved long before the creation of the Internet and online sales. The U.S. </p>
<p>  Supreme Court has ruled that businesses can only be required by state laws to collect sales taxes in states where they have buildings or other cilities.</p>
<p>  When states try to impose sales tax collection online, large-scale retailers close any offices or plants they have in that state. Such was Amazons reaction when Connecticut passed a law to collect online sales taxes, with the online retailer severing ties with website affiliates in Connecticut that were part of its Amazon Associates Program.</p>
<p>  Amazons refusal to comply is understandable. Obeying hundreds of different state and local sales tax regulations would prove to be a logistical nightmare. Yet the online giant cannot continue closing cilities and severing business connections across the country to avoid sales taxes and it does not want to squander hundreds of millions of dollars on litigation.</p>
<p>  Amazon recognizes that a federal solution is necessary. It could come in the form of the Main Street Fairness Act.</p>
<p>  Introduced earlier this year, it would require online sellers to collect sales taxes and distribute them to the state or municipality from which the purchase originates. States would have to pass enabling legislation that conforms to the bill, unifying the rules and regulations. Significantly, the proposed law has the support of both Amazon and some major traditional retailers, including Sears Roebuck and Co.</p>
<p>  But while these competitors can agree, Democrats and Republicans cannot. All six sponsors of the Main Street Act are Democrats, including Sen. Jack Reed of Rhode Island. <p>  These businesses burst onto the shion scene during the recession to try to move a mountain of unsold clothes. Now there is less luxury inventory and flash sales sites are bigger. That has forced these companies to pay more or find other ways to get their products.</p>
<p>  It has also led to questions about whether they can turn growth into profits.</p>
<p>  The original flash sales model for the U.S. exploded during a time when there was this huge abundance of excess inventory, said Steven Dennis, founder of SageBerry Consulting and a former executive at retailer Neiman Marcus. Theres not nearly so much of this merchandise around now.</p>
<p>  Flash-sales websites offer steeply discounted products for a limited time. The model was started by Vente Privee in France a decade ago and focused on luxury apparel and accessories. Vente Privee grew st and profitably in Europe and that spawned similar businesses in the United States.</p>
<p>  Gilt, which started in 2007, is the largest flash sales business in the United States, followed by Rue La La,<a href="http://www.hotsaleuggbootsaustralia.com"><b>Sale Ugg Boots Australia</b></a>  HauteLook and Ideeli, according to GreenCrest Capital analyst Anupam Palit. None of the U.S. sites makes money, Palit said.</p>
<p>  Soon after these companies started, the financial crisis ravaged markets and deflated the fortunes of many newly wealthy people. Luxury goods inventory rose to about 10 times its normal level, said Dennis, giving companies adequate supply, good pricing and brands willing to talk to them.</p>
<p>  This lasted well into 2009, allowing flash sales sites to offer top brands at discounts of 70 percent or more <a href="http://www.hotsaleuggbootsaustralia.com"><b>Ugg Boots Australia</b></a>, which attracted lots of new customers.</p>
<p>  By September 2009, Gilt had 325,000 unique monthly visitors to its website, while HauteLook had 433,000. Ideeli had 312,000 and Rue La La had 206,<a href="http://www.handbagswholesalestore.com"><b>fashion handbags wholesale</b></a> 000. <p>  While that growth was happening, retailers and manucturers cut production by 10 percent to 15 percent. By early 2010, there was a lot less inventory, Dennis said.</p>
<p>  As companies grow, they can usually reduce costs by buying more in bulk. But as flash sales sites expand, they must get products from a shrinking supply <a href="http://www.buyuggbootsonlinecheap.com"><b>Buy Ugg Boots Cheap</b></a>, which raises costs.</p>
<p>  Their price discounts have llen this year, partly because companies are competing for inventory and paying higher prices, said Greencrests Palit.</p>
<p>  Gilt discounts used to be 70 percent, but 40 percent to 50 percent is more common now, Palit added.</p>
<p>  SCARCITY</p>
<p>  Ideeli moved away from top brands to take advantage of lower-priced items because there is more inventory.</p>
<p>  With high-end retail, theres only so much inventory to work with. Scarcity is part of the high-end shion brands strategy,<a href="http://www.buyuggbootsonlinecheap.com"><b>Buy Ugg Boots Online</b></a>  said Chief Executive Paul Hurley. Im not the most popular guy at parties in New York because all our friends are after high-end brands. But the opportunity is much larger elsewhere.</p>
<p>  Gilt has branched out into travel, home decor, food, wine and daily deals. Rue La La has expanded in a similar way.</p>
<p>  I keep expanding the things I can sell to the same people, said Gilt Groupe CEO Kevin Ryan. Customers like shopping on Gilt, so I should offer more.</p>
<p>  Gilt is not having problems sourcing inventory, Ryan added. But Dennis said Gilt offers fewer top luxury brands now. In Gilt emails Ive seen recently, there were nine brands featured <a href="http://www.uggbootsonlineoutletstore.com"><b>Ugg Outlet</b></a>, but Id only heard of two of them, he said.</p>

<p>  BAD EVOLUTION</p>
<p>  Theres been a bad evolution in the flash sales business, said Mike Steib, CEO of vente-privee USA, a joint venture between Vente Privee and American ExpresGoods Sales Onlines, which is launching a flash sales site in the United States. People are worried about the luxury buyer going down market.</p>
<p>  The U.S. site will offer high-end products at discounts of 60 percent to 65 percent on average <a href="http://www.handbagswholesalestore.com"><b>handbags wholesale</b></a>, Steib said. He declined to name what brands will be sold.</p>
<p>  Amazon.com, the worlds largest Internet retailer, launched its flash sales website MyHabit.com, in May. Saks Inc has a flash sales site called FASHIONfix. Nordstrom Inc bought HauteLook in February.</p>
<p>  One way to tackle an inventory shortage is to have products made for you. Some FASHIONfix merchandise is excess inventory, but the site also asks vendors to make products for it from excess material.</p>
<p>  BeachMint, a startup run by MySpace co-Founder Josh Berman and Diego Berdakin,<a href="http://www.buycheapuggboots2011.com"><b>Cheap Ugg Boots</b></a>  is designing its own brands with help from celebrities, then having the products manuctured.</p>
<p>  Getting 50 pairs of Prada shoes on discount is doable, but getting 5000 is impossible, Berman said. We own our own brands, trademarks and designs and can mass produce them, he added. The model is more scalable.</p>

<p>Online retailers outside the state might get more pressure to collect sales taxes on purchases made by Pennsylvania residents. </p>
<p>  Pennsylvania Gov. Tom Corbett to online retailers:/Goods Sales,Gov. Tom Corbett&#038;8217;s administration is expected to soon announce strategies to collect taxes on items sold online and at brick-and-mortar stores outside the state. An announcement is expected in the next four to six weeks. </p>

<p>  Such tax often goes unpaid and unreported. The uncollected tax revenue costs the state as much as $388 million by one estimate. </p>
<p>  While few consumers would relish paying more for online purchases, the state could certainly use that kind of money. </p>
<p>  The Corbett administration is looking at ways to level the playing field between Internet and brick-and-mortar retailers, said Elizabeth Brassell, a state Department of Revenue spokeswoman. </p>
<p>  California and Tennessee have recently reached agreements withonline retail giant Amazon to collect sales tax on purchases by 2013. </p>
<p>  Amazon has long resisted calls from states to collect the sales tax,<a href="http://www.handbagswholesalestore.com"><b>whole sale handbags</b></a>  but its recent agreements have other states looking to strike similar deals to generate badly-needed tax revenue. </p>
<p>  In Pennsylvania, officials are evaluating a 1992 U.S. Supreme Court ruling that states can&#038;8217;t compel a company to collect the sales tax unless it has a physical presence in that state, she said. </p>
<p>  The Revenue Department is revising some income-tax forms, asking individuals to report tax owed on purchases made outside the state. Anyone buying items across state lines is supposed to report and pay the &#038;8220;use tax&8221; &8212; equivalent to the 6 percent sales tax &8212; to the Revenue Department. Few actually do so. </p>
<p>  Additionally, legislation is brewing in Congress that would empower states to collect sales taxes from online retailers who might not have stores in the state but sell millions of dollars in merchandise there. </p>
<p>  Businessman lobbies in D.C. </p>
<p>  On Wednesday, Harrisburg-area businessman Greg Rozman traveled to Washington <a href="http://www.cheapbrandhandbagsstores.com"><b>Brand Handbags</b></a>, D.C., joining small-business owners from eight other states as part of a group known as the Alliance for Main Street Fairness. They lobbied for passage of a bill to compel states to collect taxes from online retailers. </p>
<p>  Rozman, whose mily has operated Rozman Bros. Appliances in Swatara Township for more than 50 years, said enacting such a law would level the playing field for mom-and-pop stores that now are at a disadvantage to Amazon or other Internet retailers. </p>
<p>  &#038;8220;It&#038;8217;s the small mily businesses that built our communities and contribute to it,<a href="http://www.buydesignerfashionhandbags.com"><b>designer handbags</b></a> &8221; Rozman said. </p>
<p>  The push for a federal solution is growing as consumers are buying more goods online and states need more cash. </p>
<p>  Carnegie-Mellon University economics and public policy professor Robert Strauss has studied the issue. In 2012, Pennsylvania would see revenues from the sale and use tax rise between $240 million and $388 million if online retailers were required to collect that tax on sales made in Pennsylvania, he told the Senate Finance Committee earlier this year. </p>
<p>  At a state House budget hearing, Revenue Secretary Dan Meuser was asked if Corbett would consider legislation compelling online retailers to collect the sales tax as a violation of his no-tax increase pledge. </p>
<p>  &#038;8220;The governor is interested in enforcing tax laws that exist, and, no <a href="http://www.designerhandbagsdiscount.org"><b>Designer Handbags Discount</b></a>, that is not considered a tax increase,&8221; Meuser said. </p>
<p>  A possible hurdle </p>
<p>  A 1989 Commonwealth Court decision complicates the state&#038;8217;s efforts to compel Internet companies to collect the sales tax. </p>
<p>  The court found that even though the Bloomingdales retail chain operated stores in Pennsylvania, its mail-order business was a separate entity. And the mail-order business couldn&#038;8217;t be compelled to collect the sales tax, the court decided. </p>
<p>  Because of that decision,<a href="http://www.buycheapuggboots2011.com"><b>Cheap Ugg Boots</b></a>  Brassell said other states were in a better position to take the lead on working toward a solution to this problem. </p>
<p>  &#038;8220;We&#038;8217;re keeping an eye on the clips and keeping an eye on what&#038;8217;s happening in other states, but we&#038;8217;re looking at the laws that exist in Pennsylvania and the environment in Pennsylvania to find new strategies for sales and use tax collection,&8221; she said. </p>
<p>  Still, she said this is a national issue that many states are confronting. The Corbett administration, though not actively lobbying the state&#038;8217;s congressional delegation to address it, would support a federal solution. </p>
<p>  According toa report on Politico.com <a href="http://www.uggbootshotcheapsale.com"><b>Ugg Boots</b></a>, Amazon supports the enactment of a federal law. </p>
<p>  In testimony presented to the Senate Finance Committee in the spring, Ron Barnes of the Direct Marketing Association echoed the call for a federal law. </p>
<p>  He said interstate commerce would be crippled if states foisted sales tax collections for 7,500 jurisdictions with all their varying rates and rules on Internet retailers. </p>
<p>  Some have argued that this sales tax loophole is one of the few advantages that online retailers have over brick-and-mortar businesses other than allowing consumers to make purchases in their pajamas. </p>
<p>  They note online retailers can&#038;8217;t give customers the immediate gratification of walking away with their purchase or an easy way to return items. </p>
<p>  Fred Hurvitz, a Penn State University business professor specializing in retail studies and a former retailer,<a href="http://www.uggbootscheaponlineoutlet.com"><b>Ugg Cheap Online</b></a>  said Internet retailers get an unir price advantage from not charging sales tax, and the cost and headaches associated with tracking sales and remitting sales taxes owed to states. </p>
<p>  If there is a move to compel Internet retailers to collect the tax, Hurvitz said it probably would be wiser to tackle it at the federal level to ensure a uniform tax rules. But he remains doubtful it will ever happen. </p>

<p>  It would be interesting to get to live that way for a little while. See how things turn out if we quit whining and just give it to Big Brother. Get the state and federal money problems all over with ster and see what happens next. I wish we could seriously try that out and I was tough enough to live it without whining and feeling sorry for myself I dont have more money and give it ALL up to those arsholes in Harrisburg or Washington. <p>  Having previously filed a lawsuit on sales taxation in Commonwealth Court, I am very knowledgeable about sales AND use taxes. Governor Corbett is wrong to come up with strategies to collect taxes on items sold online and at brick-and-mortar stores outside the state. This is nothing more than a tax grab or tax increase that Governor Corbett vowed not to do.</p>
<p>  This issue suced earlier this year when a lobbyist from the National Conference of State Legislators (NCSL) visited Dan Meuser, the PA Secretary of the Dept. Of Revenue.</p>
<p>  To appreciate this issue,<a href="http://www.buyuggbootsonlinecheap.com"><b>Buy Ugg Boots Cheap</b></a>  one must understand our state constitution (  ). Article 8, Section 1: Uniform Taxation states: All taxes shall be uniform, upon the same class of subjects, within the territorial limits of the authority levying the tax, and shall be levied and collected under general laws. </p>
<p>  The class of subjects are Pennsylvanians, the taxing authority is the Commonwealth (Department of Revenue) and the territorial limits of their authority ends at the state line. </p>
<p>  IMHO it is unconstitutional to collect sales taxes or in this case <a href="http://www.uggbootsonlineoutletstore.com"><b>Ugg Outlet Store</b></a>, Use Taxes on purchases made on the internet from stores that do not have a physical presence in Pennsylvania. Clearly, the Use Tax goes beyond the territorial limit of the Commonwealths authority.</p>
<p>  In cases where an internet vendor does have a physical presence in the Commonwealth, the collection of state/local sales taxes would be legal. </p>
<p>  My interest in this issue stems from the creation of the local sales &#038; use tax in Philadelphia (Oct. 91) and Allegheny Counties (July 94) where the issue of the class of subjects becomes a little more convoluted with the PA County code and eight countys classifications/class of subjects. </p>
<p>  My lawsuit in Commonwealth Court &#8211; Docket MD-462 of 2002 provided many examples of the violation of Uniform Taxation and presented a  trail showing the Legislature routinely violates the sales and use tax and il to pay it on their campaign purchases. </p>
<p>  The dilemma the court ced was either rule the local sales tax unconstitutional and eliminate the local sales tax or enforce the Mandamus action in my complaint, that sought to make our Legislators pay up over two decades of back taxes, compounded interest and penalty.</p>
<p>  The Courts ruled the local sales tax constitutional and ignored the mandamus that swept those Legislators back taxes under the rug. But as everyone knows, the Courts depend on the Legislature for their pay raises.</p>

<p>  The only reason Brick and Mortar stores dont get my business is because when I am looking for something its not the cheaper model and/or newly released items. I want the higher quality, more feature fulled version and/or older released items. They just do have them in stores. Consumers dont want to pay for the higher priced items therefore they sell a lower end model or made for the store model because it will sell better. <p>  Who was there: CCP Games associate producer Ben Cockerill showed up at the 2011 Game Developers Conference Online to share lessons learned from the introduction of virtual item sales into its venerable sci-fi massively multiplayer online role-playing game Eve Online.</p>

<p>  What they talked about: Earlier this month,CCP CEO Hilmar Veigar Petursson issued a public apology for changes the company has made to Eve Online of late, specifically the introduction of virtual item sales that he described as rather underwhelming (emphasis his). Cockerill showed up at C Online to detail exactly what went wrong&#8211;and right&#8211;with the games virtual item launch.</p>
<p>  Cockerill began his talk with a quick history of the subscription-based game, from its 2003 launch to today. While CCP introduced the tradable Pilot License Extension in November 2008 (technically a virtual item), the company didnt launch a wider virtual goods model until recently. When the developer introduced avatars to the game (previously players would only see themselves as a spaceship), it believed that opened the door to the personalization and collection display impulses that can help drive virtual goods sales. Given that its upcoming PlayStation 3 shooter Dust 514 (slated for release next year) would also rely heavily on virtual goods sales, Cockerill said CCP wanted to build its experience and expertise in the field with Eve Online as quickly as possible.</p>
<p>  To start, CCP looked at how other games handled microtransactions from a behavioral-psychology perspective. One of the things that surprised the team when they looked at other games virtual items is that they tended to congregate sales around three specific price points, such that there were bargain, standard, and premium tiers. CCPs strategy was to try and position their offerings like a clothing boutique rather than Walmart; they focused on a small number of items with high graphical quality. To enable sales, they also introduced a new currency into the game: aurum. Currently the only use for aurum is to buy virtual items in the in-game store, but Cockerill expects to expand its uses in the future.</p>
<p>  The store launched in June with just eight items, and Cockerill said, We received a lot of negative feedback postlaunch. That adverse reaction included a protest with hundreds of players working together to try to destroy an in-game memorial to make their point. He acknowledged that part of the protest was related to other changes made with the introduction of avatars to the game, but added there was definitely a bit of virtual-item rage as well. The concern among players was that success in the game would eventually become determined more by how much money people spent rather than how much time and expertise they displayed.</p>
<p>  Of the eight original items, Cockerill said all but one was in the mid- to high-tier price range. Players naturally assumed the lower-tier range would be neglected going forward,<a href="http://www.brandnamebagswholesale.com"><b>Brand Name Bags</b></a>  which served to push some of them away. The second wave (and the forthcoming fourth wave) featured more lower-tier options, but it wasnt enough. Cockerill said virtual-goods sellers should release a range of goods at all of their price points to start with, or else theyll ce the wrath of the user base. Whats more, the team should have targeted the desires of its then-current user base, who cared much more about having virtual clothes for their ships instead of their avatars.</p>
<p>  Mistakes aside, Cockerill said the team did get some things right. He pointed to the $65 monocle that players can purchase in-game and said that despite the controversy it generated among players, it was the highest-grossing item for the virtual-goods launch. Additionally, the introduction of virtual items could have unbalanced the games player-driven economy, but apart from a temporary fluctuation around launch, Cockerill said the games virtual currency prices have been stable.</p>

<p>  Takeaway: Despite player protests and a public apology from the CEO, Eve Onlines virtual goods launch was by no means an unmitigated ilure. CCP learned a lot about what works and what doesnt and is looking to implement those lessons into its next microtransaction effort, next years PS3-exclusive Dust 514.</p>

<p>  Ive got this idea for a transaction model. You spend hundreds of hours in the real world, earning actual currency, and then you spend it on items that actually exist. The cool thing about my model is that a $65 monocle actually makes some sense.</p>

<p>  In Fairness I shouldnt be so negative towards the company.I really thought that was the greatest thing what they were doing with the council.But when I read they didnt do what they said or was it they delayed doing the changes it let me down.Ive been interested in learning Eve but with the steep learning curve I dont know if I would have enough time with a trial offer to see if I would like it.</p>

<p>  I cancelled my sub (again) about 7 months ago, and probably for good this time. CCP is pretty notorious for not listening to their players, and the time leading up to my last departure was filled with a bunch of public mishaps. The biggest problem with CCP is their introduction of new mechanics with every expansion, only to forget about the previous ones&#8230;leaving them with all their shortcomings and bugs (ction ware for one. Funny case because a large population of FW players were angry about being ignored by CCP, then CCP even forgot to send staff to the FW panel at nfest. icing on the cake).</p>
<p>  There are so many areas where they need to expand and fix, and introducing insultingly expensive $60 monocles is not one of them. It became pretty clear to me that the highGoods Sales Onlineer ups at CCP just didnt give a F about the game anymore. edit sorry meant ction ware, not fleet</p>

<p>  An analysis of multiple CPG online ad campaigns that involved comparing the offline buying of households exposed to advertising with the buying behavior of households who were not exposed revealed a median in-store sales lift of 21 percent among the exposed households <a href="http://www.buyuggbootsonlinecheap.com"><b>Buy Ugg Boots</b></a>, with five out of every six campaigns generating a positive sales lift. <p>  comScore also analyzed the offline sales results of a limited set of ad effectiveness campaigns that leveraged a new advertising product called Microsoft CPG Online Effect. This solution uses sophisticated predictive targeting algorithms powered by anonymous in-store buying data from dunnhumbyUSA coupled with online browsing data from comScore. These targeting algorithms are deployed by Microsoft Corp. across its network of sites.</p>
<p>  The results showed an in-store sales lift of 42 percent, double the lift from campaigns that were not targeted using this approach. These results demonstrate how targeting algorithms can help improve efficiency and effectiveness in display ad delivery, providing more relevant ads to consumers, improved ROI for advertisers and higher CPMs for publishers. Dr Pepper Snapple Group is one of more than 20 CPG advertisers that have used this purchase-based targeting solution.</p>

<p>  NEW YORK, Oct 17, 2011 (BUSINESS WIRE) &#8211;Fitch Ratings assigns an A+ rating to the following State of California (the state) economic recovery bonds (ERBs):</p>
<p>  &#8211;$450 million refunding series 2011.</p>
<p>  The par amount is approximate and may change prior to final sale, expected via negotiated sale during the week of Oct. 24, 2011.</p>
<p>  In addition <a href="http://www.brandnamebagswholesale.com"><b>Bags Wholesale</b></a>, Fitch affirms the A+ rating on $6.5 billion in outstanding ERBs.</p>
<p>  The Rating Outlook is Stable.</p>
<p>  KEY RATING DRIVERS</p>
<p>  &#8211;The bonds security is provided by a one-quarter-cent sales tax, constitutionally dedicated to the bonds. In addition, the bonds carry a general obligation pledge of the state.</p>
<p>  &#8211;Excess collections are dedicated to early retirement of the bonds, and sales tax collections cannot be diverted to or borrowed by the states general fund. The state may change the base on which sales taxes are levied.</p>
<p>  &#8211;No additional borrowing is possible, except for refunding purposes.</p>
<p>  &#8211;Coverage by sales taxes has remained solid since a 2009 restructuring. Sales taxes have historically been a stable source although revenues weakened significantly during the downturn.</p>
<p>  SECURITY</p>
<p>  The bonds are payable from and secured by a pledge of net proceeds of a statewide special $0.25-cent sales tax deposited to the fiscal recovery fund and certain other revenues. The bonds are also general obligations of the state to which the states full ith and credit are pledged.</p>
<p>  CREDIT PROFILE</p>
<p>  The affirmation of the A+ rating on the states ERBs is based on the bonds strong structural features and solid coverage of debt service. ERBs are backed by a pledge of a one-quarter cent sales tax, constitutionally dedicated to debt service and deposited daily to the fiscal recovery fund. Although the ERBs also carry the states GO full ith and credit pledge (rated A- by Fitch),<a href="http://www.hotsaleuggbootsaustralia.com"><b>Sale Ugg Australia</b></a>  Fitchs A+ rating is based on the ERBs structural features and coverage, which Fitch believes to be stronger of the two pledges. The series 2011 ERB refunding bonds are being issued solely for debt service savings and will not extend the final maturity of the bonds.</p>
<p>  Pledged sales taxes are deposited daily to the fiscal recovery fund, a special fund in the state treasury, from which semiannual bond interest and principal are paid along with certain administrative expenses. A coverage account equal to one-quarter of annual debt service provides further bondholder protection; the coverage account is expected to be $193.2 million following issuance of the series 2011 bonds. After payment of debt service, administrative expenses and rebate payments, excess funds are available to cover any shortlls in the flow of funds or may be released for early redemption of outstanding bonds.</p>
<p>  Sales tax collections have historically benefited from the range and diversity of the states economy. However, severe recessionary conditions during the 2008-2010 period weakened collections and previously adequate coverage of ERBs. Special sales taxes, after peaking at $1.411 billion in fiscal year (FY) 2007 <a href="http://www.buyuggbootsonlinecheap.com"><b>Buy Ugg Boots Online</b></a>, dropped a total of 17.6% through FY 2010.</p>
<p>  Narrowing coverage triggered temporary draws from the coverage account in December 2008 and June 2009 per the master indenture, under which the coverage account makes up any insufficiency in funds available for debt service five days prior to payment. The shortlls were rectified by additional deposits prior to payment of debt service. In response, the state restructured the bonds in October 2009, lowering forecast debt service and providing a stronger margin of excess coverage by pledged revenues.</p>
<p>  Sales tax collections have stabilized since the downturn, although collections remain sluggish, reflecting the states slow economic recovery. FY 2011 special sales taxes rose 4.7%,<a href="http://www.buydesignerfashionhandbags.com"><b>buy designer handbags</b></a>  to $1.217 billion. FY 2012 special sales taxes are forecast to rise 7%, to $1.302 billion, although this forecast growth may be optimistic. The controllers cash flow report for the fiscal year to date through September shows general fund retail sales taxes 3.5% below the states May 2011 forecast.</p>
<p>  Based on recent actual collections, coverage of current and projected future debt service remains solid. FY 2011 revenues cover FY 2012 debt service 1.5 times (x), and cover maximum annual debt service 1.46x. The bonds final maturity, in 2023, is expected to be advanced considerably due to excess pledged revenues available for early retirement.</p>
<p>  ERBs were authorized in response to the states fiscal 2002-2004 budget crisis. Approved by voters in March 2004, Proposition 57 authorized a maximum issuance of $15 billion in ERBs to be supported by a one-quarter cent sales tax. Under separate constitutional provisions <a href="http://www.buycheapuggboots2011.com"><b>Cheap Ugg Boots</b></a>, 50% of transfers to the states budget stabilization account, up to an aggregate of $5 billion, and proceeds of surplus property sales are dedicated to early retirement in addition to excess sales tax collections.</p>
<p>  The state issued $10.9 billion in ERBs in FY 2004 and $3.2 billion in FY 2008 to address general fund cash and budgetary shortlls; no further issuance is possible except for refunding. Since issuance, approximately $4.4 billion has been appliGoods Sales Onlineed to early retirement. Approximately $6.5 billion in ERBs are currently outstanding, including $624.6 million of variable rate bonds and $500 million of term bonds with a mandatory tender in 2014.</p>
<p>  ERBs are well insulated from state general fund stress. The pledged tax may not be transferred to the general fund, and the state covenants not to reduce the tax,<a href="http://www.handbagswholesalestore.com"><b>whole sale handbags</b></a>  with excess collections dedicated solely to early repayment. Cash receipts in the fiscal recovery fund are not borrowable for general fund cash flow purposes, and a continuous appropriation of debt service removes exposure to budget delays. The base on which retail sales taxes are levied may be changed. Few such changes have been made in recent years, although the state has passed legislation that could impose the sales tax on goods bought online as soon as FY 2013.</p>
